European settlement began with citrus: John Bourke and his family arrived in 1863, and Bourke became a pioneer of commercial citrus growing around Brisbane Water. Building was sporadic for decades. 'Rosemount', a Federation-style house from 1917, still stands on half a hectare at the corner of Village Road and Brooklyn Road and is heritage listed. In recent decades, housing development has turned most of Saratoga into an outer residential suburb of Gosford.

That development left a suburb of family homes. Separate houses accounted for 95.0% of occupied dwellings in 2021, and almost half of all homes, 47.6%, had four bedrooms or more. Driveways, paths and any outdoor stairs on those sloping blocks each get a pressure clean matched to the material, whether concrete, pavers, tile or stone, and the walls above them a low-pressure house wash.
