How do the heritage village and the new estate at Catherine Hill Bay differ?

The town began as Cowper in 1873, a base for the New Wallsend Company's coal mining, and took its name from the schooner Catherine Hill, which ran aground in 1867. The old village is now on the State Heritage Register as a heritage township, while a new subdivision of 550 houses, approved in 2010 and called Beaches Catherine Hill Bay, sits outside its visual catchment.
